Meetings of the Board of Land and Natural Resources (BLNR) are held on the second and fourth Fridays of each month except, should a holiday fall on a Friday, the meeting is held on Thursday instead. In November and December, there is only one meeting, typically on the second Friday of each month. This schedule is subject to change. Location & Testimony:
BLNR Members, staff, applicants, and testifiers can choose to participate either
in person, via ZOOM or by telephone.

To provide in-person testimony:
Attend live at 1151 Punchbowl St. Room 132 (Kalanimoku Building), Honolulu, Hawai‘i.
Please arrive at least fifteen (15) minutes prior to the meeting start time in order to add your name to the sign-in sheet.
To provide video testimony:
Send your request to blnr.testimony@hawaii.gov
Include your name and the agenda item on which you would like to testify. Once your request has been received, you will receive an email with the Zoom link. Requests may be made during the meeting.
To provide oral testimony by telephone:

To provide written testimony:
Interested persons can submit written testimony in advance of each meeting that will be distributed to BLNR Members prior to the meeting. Submit written testimony via e-mail to blnr.testimony@hawaii.gov or via postal mail to the Board of Land and Natural Resources at P.O. Box 621, Honolulu, Hawai‘i 96809. We request written testimony be submitted no later than 24 hours prior to the scheduled meeting to ensure time for BLNR Member review. Late written testimony will be retained as part of the record and distributed to BLNR Members as soon as practicable, but we cannot ensure they will receive it with sufficient time for review prior to decision-making on the agenda item in question.

Minutes:
The BLNR meets to review DLNR division presentations and make decisions on specific issues. Discussions are recorded and are later summarized as minutes. Draft minutes and audio recordings are posted on this webpage as soon as practicable after the meeting. Written summary minutes that have received unanimous approval by the BLNR at a subsequent meeting, once available, are posted on this page and replace the previously posted draft version.
